Please go to you local council, get their endorsement letter or certification that you are a Scout Citizen Awardee. Then make a request letter address to Mr. J. Rizal C. Pangilinan, Secretary General site on your letter what happen why you did not recieved your SCA. The advancement officer will check and verify your records if they confirm that you are an awardee the will grant your request.
Please secure the 15th NSJ National Service Team form which you will down load it in this website. Let your Council Scout Executive endorse it and submit it with your payment here in the BSP national office.
What credentials are you looking for? What we have here is the record of those Scout Leaders who took their Scouting Training like Basic Training Courses and Advaced Training Courses. If you want to know or confirm your records of your training you can write a request letter address to Mr. J. Rizal C. Pangilinan, Secretary General of the BSP.

Kung wala naman silang ginagawang masama sa mga Scout nila… I have a lots of gay Scout Leaders there in Manila council, some of them produced great Scouts… Hindi siguro dapat maging batayan at sukatan para husgahan natin ang pagiging bakla o tomboy ng isang tao.

When the BSP National Office awarded a charter for every council it means that the council passed all the requirements and the council can operate independently. If there are some problems in your local council the Local Council Board must act on it. And if the board asked the help of the National Office, then that is the time that the National Office will act.

The Boy Scouts of the Philippines membership registration fee for one year is Php50.00 for Scouts (Including KID Scouts) and Php60.00 up to Php200.00 (depends on the position) for unit leader. Please ask the Php150.00 breakdown to your son’s school. There might be some additional expenses beside from registration fee.
